What does the expression “cotton eyed Joe” indicates?

Question by habdull: What does the expression “cotton eyed Joe” means?
I´ve heard it from the band rednex ,but then I´ve located out its originally a folksong from south US . what is it about and by the way does country music does come Ireland or at least some of the Irish or celtic influence ?

“Cotton-Eyed Joe” is a common American folk song recognized at different instances all through the United States and Canada, despite the fact that right now it is most commonly associated with the American South!!!.

Cotton Eye Joe

The song we now do the Cotton Eye Joe dance to was actually recorded by a Swedish group known as Rednex. Previously there have benn more than a hundred recorded versions of the song.
